Hotheaded Harry tries to start a mutiny on the bridge. Tuvok responds by relieving him of duty and threatening to throw him in the brig.

We rarely see Harry Kim this worked up...but it's always fun when we do. I did not find his behavior in this episode out of character. Though he's normally calm, cautious, and analytical, he is still very young and inexperienced, and sometimes displays the impetuousness of youth. Yes, he's usually the type who follows the rules - but if there's something he cares enough about, he's hell on wheels.
And it's almost always loyalty to his friends that brings out this side of Harry. Here, it was Janeway. In "The Chute," it was Tom. In "The Killing Game" and "Timeless," it was the entire Voyager crew. This was the first time we got a good look at hell-raising Harry, but not the last.
The small scenes between Tom and Harry in this episode were lovely. Who'd have thunk that we'd see Tom reigning in rebel Harry? But it worked.
